Capital and Technical Advisor TEST

You will will be responsible for the effective management, and funder assurance, for the costing of a wide range of medium to large capital funded infrastructure projects, to inform our capital grants programmes in order to ensure these deliver excellent value and demonstrate best practice in active travel design.

About the role

We have an exciting opportunity to join Sustrans Scotland as our Capital and Technical Advisor.

You will play a key part in supporting our grantmaking offer including providing support and advice to colleagues, applicants and grant holders throughout the lifecycle of the grant-funded projects, and in line with the Construction Design and Management Regulations 2015. 

The active travel sector in Scotland has seen a commitment from the government through the recent appointment of a Minister for Active Travel and the stated intent to significantly increase the budget for active travel.

Sustrans in Scotland is in a great position to support this movement towards cycling and walking which will drive increased participation and improve positive outcomes for Scotland’s citizens and visitors.

This role will require travel and work at locations as necessary to undertake work on behalf of Sustrans.

We offer hybrid working and candidates should be based within reasonable travelling distance from Edinburgh or Glasgow.

 

About you

An experienced Construction Manager, you will build and maintain effective relationships with ease, allowing you to manage relations with colleagues, contractors and key partners successfully.

Your clear and effective communication style will enable you to engage with people of all levels when speaking, presenting and writing bids or reports.

You will be able to evidence your experience of the full lifecycle of capital projects; have proven involvement in project costing, budgeting and grant management and experience in Quantity Surveying in a grant or similar funding environment.

Essential to the role:

  • Health and safety management including CDM 2015
  • Highway regulations and guidance such as Manual for Streets, Cycle By Design, DMRB, TSRGD, MCHW and Traffic Signs Manuals
  • QS/costing/budgeting/finance/IT experience
  • Chartered Engineer status OR hold the necessary academic qualifications and/or experience such that you would meet the eligibility criteria to progress professional qualification at Chartered Engineer status.
